Utilise vehicles:

Most vehicles will prevent the majority of damage that could be inflicted on you via melee damage.

Use extreme restraint in force:

Do not use firearms in an attempt to control a crowd, as it may turn them violent. Distort them with a stun grenade and use your handcuffs to detain them.

Establish a Perimeter between you and the crowd:

Rather than charging in head first, ideally, creating a Perimeter between you and them is ideal. Only use force if necessary.

Disperse them:

Attempting to detain a large, unruly crowd is an incredibly dangerous task. Your better option would be to order them to disperse.  Eventually, you can whittle it down to a few standing suspects. You can use vehicles to separate them.

Deterrence and Safe Detainment:

Using large numbers of flashbangs thrown by TFOs to make the situation as uncomfortable as possible for the rioters, should they fail to disperse, flashbangs are the best way forward of ensuring the crowd is deterred or safe to detain.
