Changes to TFU Handbook - SEPTEMBER 2025 - RTFO and Policy Updates
Incident Commanders are considered the most experienced and knowledgeable of the Tactical Firearms Officers, who wear a distinctive uniform: Black overalls, Tactical Helmet, Balaclava and Goggles.
They are responsible for commanding any situation which would require a Code 11 (TFU Call-up) response, in which they hold the acting rank of Lieutenant.
Incident Commanders are expected to have profound leadership abilities as well as extensive knowledge of TFU and PLPD Policies, SOPs and more. They should know how to assert themselves in any situation that warrants their leadership. When giving orders, they must be articulated well and tactical in nature.
Incident Commanders, especially when in TFU Gear, are expected to act professionally to a higher degree. When on scenes, they should delegate tasks accordingly and avoid verbal confrontations with the general public, instead letting other Officers deal with them where possible, to prevent getting sidetracked.
Incident Commanders are the second-highest-ranking officers within TFU, aside from Command.
They hold the power to command officers ranked lower than Lieutenant at any scene, which warrants a Code 11 response,
They receive an extended armoury, with access to suppressors.
Incident Commanders who receive an infraction may have their certification removed if they accumulate a total of 2 points, as shown in the "Disciplinary Action" section of the handbook. Serious policy violations will likely result in TFU Command revoking the Incident Commander certification from the offending Officer, bumping them back down to "Standard Tactical Firearms Certification".
